Hetzner offers Windows Server 2003 licenses based on the number of processors (CPUs) physically in the server.  By way of example, if you have 2 processors, you will require two licenses; if you have 4 processors, you will require four licenses.

Users of Windows Server 2003 licenses are required to conform to the Terms and Conditions concerning the use of Microsoft software. It remains the customer’s responsibility to make sure that s/he is using the right licensing model for their usage requirements.
